Public consultation on draft port overlays for the priority ports of Gladstone and Townsville

Have your say on draft port overlays for the priority ports of Gladstone and Townsville.

The Queensland Government is leading master planning in accordance with the Sustainable Ports Development Act 2015 (Ports Act) and the Reef 2050 Long-Term Sustainability Plan (Reef 2050 Plan). The Ports Act mandates the preparation of master plans and port overlays for the 4 priority ports of Gladstone, Townsville, Hay Point/Mackay and Abbot Point, to guide their long-term growth, while protecting the Great Barrier Reef.

The Queensland Government has prepared and released the draft port overlays for the priority ports of Gladstone and Townsville for public consultation.

A port overlay is a statutory instrument that implements a master plan over a master planned area.  The final master plan for the priority Port of Gladstone was released in November 2018 and the final master plan for the priority Port of Townsville was released on 4 November 2019. 

Port master planning guides sustainable development of priority ports for long-term economic growth, job creation, environmental values and community interests, while providing protection for the Great Barrier Reef.

Submissions received during the consultation period will be considered during the development of final port overlays.

Public consultation provides the opportunity for the community to formally comment on the draft port overlays. 

Public information sessions

Public information sessions are being held in Gladstone and Townsville to provide the community with the opportunity to talk to the project team about the draft port overlays. RSVPs are not required, just turn up.

Written submissions

Any person or entity may make a written submission about any aspect of the Draft port overlay for the priority Port of Gladstone and the Draft port overlay for the priority Port of Townsville from Monday 4 November to Monday 16 December by 5pm.

Acceptable submissions must:

  • be made in writing to the Minister for Transport and Main Roads about any aspect of the draft port overlay/s
  • state the name and contact details (email and/or postal address) of each person or entity who is making the submission
  • be received on or before Monday 16 December 2019 by 5pm
  • be received by email at GladstonePortMasterPlan@tmr.qld.gov.au or TownsvillePortMasterPlan@tmr.qld.gov or posted to:
